Synthesis of Mid-Term Evaluations of Rural Development Programmes 2007-2013

The key objective of this project was to amalgamate the mid-term evaluations of the 92 national, regional and network Rural Development Programmes 2007-2013, funded under the European Agricultural Fund for Rural Development of the European Commission.

The aim of the study was to assess and summarise the results and impacts achieved so far by the Rural Development Programmes and to evaluate the monitoring and evaluation framework’s relevance, coherence, effectiveness and efficiency strengths and weaknesses for future policy design.

The project team took an analytical approach for information processing – using a combination of quantitative and qualitative tools. The main tools for information collection and analysis were assessment grids to help the involved geographical experts to extract information. Additional methodology included a typology of governance models, triangulation/contextualization of baseline indicators and desk research.
